Senate January 24, 1901, and by the House of Representatives February 9, 1901,
and issued in a bureau edition and also in the Congressional series, as
House doc. 529, 56th Cong., 2d sess
Vol. III has an appendix (not included in the original edition)
"Additional notes by Madison
for the introduction to his notes of debates in the Federal convention"
(p. 796a-796o); also, a "Special index" (p. 797-904)
Vols. IV-V were published as
